SPOKANE VALLEY, Wash. — A Spokane Valley man is facing felony charges after damaging a patrol car at the Spokane Valley Precinct and making threatening statements toward law enforcement, according to the Spokane County Sheriff’s Office.
On August 24 at approximately 7:55 a.m., a security officer observed a male on a bright yellow bicycle throw a metal object at a parked patrol car, shattering its windshield. Deputies identified the suspect as 31-year-old Thomas R. Phillips.
When deputies attempted to detain Phillips at Camp Caro around 9 a.m., he fled into the woods on his bicycle. An employee at a nearby business reported that Phillips had made concerning statements about collecting weapons and going to war with police.
Deputies located Phillips near a fence around the intersection of South Dishman Road and South Bowdish Road. When he refused to follow commands, the deputy deployed pepper spray. Phillips then surrendered and was taken into custody.
Phillips was booked into the Spokane County Jail on three felony counts of harassment, one felony count of malicious mischief in the second degree, and three misdemeanor charges: resisting arrest, obstructing law enforcement, and malicious mischief in the third degree.
