SPOKANE, Wash. — A policy restriction the sale of smoking paraphernalia in downtown Spokane is now in effect.
Under this policy, glass pipes and foils can only be sold downtown if naloxone is also provided at no cost. The city says these items, despite being marketed for legal use, are often used to consume illegal drugs, including fentanyl.
Mayor Lisa Brown created this policy to try and mitigate the addiction crisis in the region.
This policy aligns with the start of the voluntary compliance of the Alcohol Impact Area (AIA). The AIA aims to reduce the sale of single-serve alcohol containers downtown between midnight and 2 a.m.
The voluntary compliance period will be in place for at least six months. After that, the city could petition the Washington State Liquor and Cannabis Board to request it to be made permanent and enforceable.
