Spokane, WASH. — A state bill that could have undermined a Spokane ordinance to address homelessness failed to make it out of a house committee.
The Spokane City Council unanimously approved the Safe and Accessible Streets Ordinance in October, allowing police to issue citations for illegal camping on public property. However, House Bill 2489 would have restricted local governments from enforcing bans on public camping unless “adequate alternative shelter” is available.
The Spokane Business Association lobbied against HB 2489 and credits the Spokane ordinance with helping get more homeless people off the streets and cleaning up areas like the Browne Street Viaduct.
The SBA said in a press release, “the bill would have stalled the progress Spokane has been making through a balanced approach that pairs compassion with timely and clear engagement. Thank you to everyone who stayed engaged, informed, and steady throughout this process. This moment reinforces the importance of thoughtful advocacy and strong local voices and working together.”
