SPOKANE VALLEY, Wash. — An ongoing operator’s strike will delay the completion of a paving project near East Valley High School in Spokane Valley.
According to the city of Spokane Valley, paving was scheduled for the Wellesley Avenue Preservation Project on August 12, the same day the International Union of Operating Engineer Local 302 began its strike.

The project was originally on track to be fully finished before students and staff returned for the 2025-26 school year, but the strike has put the project on hold for nine days and therefore delayed completion of the project.
“Completing the project to ensure safe accessibility of our schools is our top priority,” said Spokane Valley Public Works Director Robert Blegen. “The City is actively collaborating with our contractor to find a paving contractor that can pave Wellesley as soon as possible and minimize disruptions for East Valley High School and neighboring schools. We are hopeful to move forward very soon.”
The Wellesley Avenue Preservation Project includes constructing stormwater improvements, adding new crosswalks with islands and ADA-compliant sidewalk ramps, and adding new turn pockets to improve traffic and access to the high school. You can find out more about the project by clicking here.
