COEUR D’ALENE, Wash. — Coeur d’Alene City Council voted Tuesday night to update the City Code related to massage and reflexology businesses.
The City said it has recently revoked business licenses from several massage businesses after criminal investigations revealed “alleged human trafficking and prostitution.”

The revised City Code requires businesses to identify all people who profit from a business and provide more detailed background checks of owners and operators to ensure they are not under investigation for criminal activity.
The Code also requires a business to make available one person who can speak English with customers or other entities and to provide detailed floor plans.
“These amendments reflect our commitment to public safety and community wellbeing,” said Mayor McEvers. “They give us stronger tools to shut down illicit operations that often hide behind the appearance of legitimacy, while continuing to support licensed, law-abiding massage businesses that provide valuable services to our residents. This is about protecting people and upholding the integrity of our local economy.”
